NTIA Comment on Foundation Models With Open Weights

Our latest analysis explores the benefits, risks, and policy implications of making AI model weights widely available.

This analysis is a response to a request for comments from the National Telecommunications and Information Administration (NTIA). The NTIA sought input on "the potential benefits, risks, and implications of dual-use foundation models for which the model weights are widely available, as well as policy and regulatory recommendations pertaining to those models."

Based on our research, we have two main recommendations:

  1. Develop better monitoring and forecasting methods to predict when highly capable AI might be developed.
  2. Prevent the model weights of high-risk AI models from becoming widely available.
